Who's minding the (nuclear) storehouse?

Check out this article for an interesting phenomenon -- nuclear weapons "mistakenly" flown over U.S. airspace. This is an embarassment for the Air Force, to be sure, and pretty darn scary if you consider the possibility that it may have happened before or even regularly. Still, the powers that be assure us, there was "no danger to civilians." I beg to differ. If the crew doesn't know they're carrying warheads, how are we supposed to be sure they are keeping our nuclear weapons secure? What if the plane had had to land in a civilian airbase due to a malfunction? They probably would have allowed it.
