It's not often the New York Times agrees with Bush about much. Here they give him some credit for not signing the Kyoto treaty, which appears not to be working. Of course, it may have worked had the U.S. agreed to sign it. The article blames China and India for not signing it more than the U.S., though, I think. The question then becomes, in hindsight, would U.S. pressure have convinced China and India to sign? Would Gore in the White House made Kyoto more effective? Probably. Gore at least had some credibility on the environment during the 2000 election.
